Iraq is a country in Western Asia. Known as Mesopotamia, was a province of the Ottoman Empire until 1920 when it was placed under the authority of the United Kingdom. A monarchy was established in 1921 and the Kingdom of Iraq gained independence from Britain in 1932. In 1958, the monarchy was overthrown and the Republic of Iraq was created.

The Universal Postal Union is a specialized agency of the United Nations that coordinates postal policies among member countries, in addition to the worldwide postal system. Before the establishment of the UPU, each country had to prepare a separate treaty with other nations that post had wanted to bring international mail to and from. The UPU was created in 1874
